Abstract
This work proposes a multi-level blockchain architecture to support democratic principles in legislative processes. The system addresses three core requirements: separation of powers between legislative institutions, active stakeholder participation, and transparent decision-making. The architecture consists of three interconnected DLT levels: a Private Institutional Blockchain for internal operations, an Inter-Institutional Coordination Blockchain for cross-institutional communication, and a Public Legislative Blockchain for citizen transparency.
