Multi-layered systems leveraging blockchain technologies represent viable solutions to provide varying levels of privacy and transparency. They differ substantially from conventional decentralized applications (dApps), allowing for more granular control, modularity, and adaptability in systems where privacy, transparency, and role-based access are pivotal considerations. However, their implementation can be facilitated by the Move language and the diverse paradigms of alternative blockchain architectures. This paper presents a key example of how these technologies and architectural approaches can enhance security and access control over resources in sensitive contexts, such as legislative processes. Using the Italian Parliament as a case study, the paper outlines a multi-layered architecture designed in compliance with constitutional principles and ensuring the separation of powers. The architecture is implemented defining documents as the primary assets, employing the Akoma Ntoso XML standard for document identification and the IOTA Identity framework for decentralized access control.
